Mission, Vision, & Purpose

World Campus Student Government Association (WCSGA) at Penn State University is to advocate for the student body to enhance our student experience. The Pennsylvania State University recognizes that online learners are a unique, independent, and cooperative body of learners within Penn State. Therefore, WCSGA is established to advocate for the needs of our unique student body and to provide opportunities for students to become more recognized as equal participants in the Penn State learning community. This governing body will operate within the framework of the University and strive to provide representation that is accountable, effective, equitable, and in the best interest of all students.

The WCSGA at Penn State is a recognizable and engaged governing body that enhances each student’s daily experience by improving conditions that lead to personal success, preserving student rights, and providing exceptional representation for the World Campus student body. WCSGA serves as the official voice of students in the shared governance process at Penn State World Campus and maintains collaborative relationships with faculty and a
dministrators while providing student perspectives that are considered at all levels of University decision-making. Furthermore, the WCSGA accepts a strict standard of accountability for organizational effectiveness and will continue to provide services that contribute to the personal and professional development of our entire university community.

The purpose of the WCSGA at the Penn State University is to:

· Represent the interests & concerns of World Campus students at the Penn State University.

· Provide representation for World Campus students regarding shared governance.

· Maintain collaborative relationships with faculty and administrators on behalf of the students

Daniel Serfass*

President

While at Penn State, Daniel has been studying Security and Risk Analysis of Information/Cyber Security and takes interest in election and national security. Before being appointed President by the Assembly in mid-November, Daniel was elected Speaker of the Assembly and presided through November of 2022. Previously, Daniel brought the THON experience to World Campus by founding and serving as the executive and technology chairs of Penn State World for THON (est. 2020) which has since raised thousands of dollars for the Four Diamonds organization to fight pediatric cancer.

Angela Gulotta*

Treasurer

It is an honor to say that this will be my second year serving World Campus Student Government Association as Treasurer. I am currently pursuing my B.S. in Accounting as I work as a full-time Jr. Staff Accountant with a professional education institute. 
I currently reside in the Greater Philadelphia Area. In my free time I enjoy running, yoga, cooking, watching sports, and music. Whether assembling a budget, a playlist, or supporting my favorite sports teams (Go Nittany Lions!) – everything I do incorporates creativity. I hope to bring my unique perspective and flare for innovation to the WCSGA table.
I look forward to serving the Penn State World Campus student body as we pursue our goals to expand student engagement opportunities!

Ma Socorro Rovers

Academic Affairs Chair

After earning my AS in Criminal Justice with a specialization in Cyber Forensics at Community College of Allegheny County, I transferred to Penn State World Campus in the Spring of 2022 to pursue a bachelor’s degree and am currently pursuing a Bachelor of Science in Cybersecurity Analytics Operation. Since attending Penn State World Campus, I served as a Peer Mentor under the World Campus Smart Track Peer Mentoring Program and a Director of the Special Interest Group for World Campus Students with Children Club.

Aside from being an adult learner student, I am a mom to four young boys, and my eldest is a 2-time pediatric brain cancer survivor. 

Inspired by my son’s cancer journey I found my passion in community service and created a nonprofit organization Smiles from Sean, where its mission is to create smiles for children with an underlying medical condition, help other families and advocate for childhood cancer. I run and manage the organization myself, and I spearheaded the creation of smiley kits, Easter baskets, and the Sean Rovers and Kaylee Kruise Smiles Fund through the Children’s Hospital of Pittsburgh Foundation.
In addition, I am also a long-time PTA/PTO member at our school district. I’ve held various positions over the years such as a room parent volunteer, room parent coordinator, Vice President, and Teacher Appreciation Committee Chair.

Jerry Fokas*

Vice President

Jerry is a 33 year old graduate student here at the university.  Jerry is pursing his master’s in Strategic Management and Executive Leadership along with a couple graduate certificates.  Simultaneously, Jerry works as a professional Firefighter in a busy urban department adjacent to Philadelphia.  Jerry has a significant amount of experience and training in management and leadership.

 

Jerry previously served as Vice President of the WCSGA in 2022-2023.

Sonya Gelster

Secretary 

I am currently pursuing my B.S. in psychology and I am working as a court transcriber with a local company in Buffalo, New York where I currently reside.  I am also involved in multiple other clubs throughout World Campus and serving as Treasure for Active Minds and Administrative Coordinator for Sustainability Club.  In my free time, I enjoy reading, baking, gardening, and walking my dog.

I look forward to serving as your Secretary for WCSGA and hope to make this a positive and impactful year.

Cassandra Barr

Student Affairs Chair

Cassandra is a Happy Valley native, who's currently a Junior at Penn State World Campus studying psychology. She has a little over eight years of experience working in psychiatry as a mental health technician in two different psychiatric hospitals in Central Pennsylvania as well as in Miami, Florida. She met her fiancé while he was a student at Penn State and has since graduated and became a medical student in Barbados, pursuing a career as trauma focused surgeon. Both Cassandra and her fiancé welcomed their first-born child in February of last year. Aside from juggling motherhood, Cassandra's educational goal is to get accepted into a doctorate program where she will earn a PsyD in Clinical Psychology. Before being elected as the Student Affairs Commitee Chair for the 5th Assembly, Cassandra has been serving as the President for Active Minds and in the previous academic year served as Vice President for Active Minds, as she is deeply passionate about the mental health and welfare of the student body community and hopes to use her knowledge and expertise to advocate for the student body by being the voice of many from all walks of life. She is honored to serve the WCSGA with the 5th Assembly and looks forward to making a positive impact.

Jakeline Salan-Del Cid*

Speaker of the Assembly

Jakeline, or Jackie as known by many has been a Penn State World Campus student since 2019. She earned her bachelor's in business administration in 2021 and is currently pursuing her masters in project management. 

Outside of Penn State, Jackie is an Account Manager at Marsh & McLennan Agency, where she is also part of the Diversity, Equity, and Inclusion Committee. She hopes to learn more about the industry, and slowly make her way up to upper management.

 

As Speaker of the 5th Assembly it is my goal to bring awareness to WCSGA and encourage student engagement by taking action on matters that concern our Penn State online community

Marketing and Communications Chair

I am a sophomore here at Penn State World Campus currently pursuing a degree in Accounting and Finance. I reside just outside of the Pittsburgh region where I currently work full time for my local country club. Something I love to do is travel and meet new individuals. I look forward to this opportunity to serve as the Chair.

 

My goal is for every World Campus student to enhance their Penn State experience!

Technology Chair

As an international based student enrolled at World Campus, enabling the features of technology to attract and sustain students within the US and abroad to continue their academic journeys through the attractive programs provided by the World Campus is a necessity in today's competitive education market. The World Campus has the right infrastructure and capabilities to do so; in addition, I believe there are opportunities for enhancements and to enable innovative technologies in academics and classroom functions for World Campus Students. 

 

I look forward to the great journey in the upcoming academic year.
